WoW: Upgrade by bravery points - required achievement is account-wide

With the return of bravery points to specifically upgrade equipment from the dungeons of WoW Shadowlands, the developers at Blizzard are once again following the wishes of players. However, there are some restrictions compared to before. There is a limit to how much you can upgrade the items. And that, in turn, depends on your achievements. Only those who have completed all Mythic Plus dungeons in the Shadowlands at level 15 may upgrade to the maximum item level of 220.

If you've

completed all of them at level ten or five, you'll be limited to 213 or 207,

respectively, which is

apparently controlled by the corresponding achievements. They have been available for level ten and 15 for quite some time, and now one for level five has also appeared on the PTR.

  • Keystone Explorer of Shadowlands: Season 1
  • Keystone Conqueror of Shadowlands: Season 1
  • Keystone Master of Shadowlands: Season 1

Like the previous achievements, the Keystone Explorer is account-wide. This was introduced with the last patch 8.3 and also applies to the Shadowlands variant.

So it's quite likely, though not yet confirmed, that the ability to upgrade your gear will also be unlocked account-wide. So if you have completed all dungeons at level 15, you will probably be able to upgrade your equipment from the mythical dungeons to level 220 with all Twinks.
Of course, you'll need to farm up the necessary bravery points to do this. How many you will need and how many you will get from where is still unclear.
