Update 7/21:As of now, you can get the Mount Sapphire Cloud Torch in Retail WoW when you sign up for a 6-month subscription. Included in the same offer is the Imp in the Orb toy for BC Classic. If your subscription is already prepaid for six months or more, you'll get the mount for free as well. Sapphire Cloud Torch can otherwise also be purchased for $25 in the shop.
The dataminers at wowhead.com have also found the image for the second promo mount. It is not yet known to which upcoming promotion this one belongs to.

This is most likely the Sapphire Skyplazer, which uses Storm Crow's model and is colored slightly differently. Back in February we reported about this promotion mount, which was found in the game files of patch 9.0.5. At the time, the mount and promotion were described like this:

What the other Phoenix mount is all about is not clear at this time. Again, this is a promotion that could come with patch 9.1 or at a later date.
The last promotion for a 6-month WoW subscription was the Lucky Syak Yun. The yak or promotion started in early February this year. So August should be the end of the season for players who took advantage of the subscription offer back then.
